How frustrating. I've had a very similar Stripe dispute that I lost money on, but luckily in my case it didn't have all the knock-on effects you're facing.
I really hope you get this solved quickly. It must be a crappy situation to be in, having to pause your passion project because of bureaucratic hassles.

This is a prime example of why Substack needs different payment providers than stripe imo.
I've asking for this for years. I even told them that I'd be happy to pay any extra fees out of my own share for something like PayPal.
